"Golden Visas" for Real Estate Investors. Pros and Cons of Popular Programs

The Russian government has approved a draft law on "golden visas". Foreign investors will be issued a residence permit by real estate purchasing. But Russia is not playing alone on this field. Many countries are trying to attract wealthy foreigners and encourage them to invest in concrete gold.
Golden visa programs usually offer several options. You can invest in businesses, stocks, bonds, and funds. But we will consider only the closest option to us: I have bought a property, I get a residence permit.
Russia
Conditions. Investors need to buy real estate in the amount of 30 million rubles (approximately €330,000). The program has not yet been approved, the details are unknown. It’s not clear, how many properties investors will be allowed to buy, neither it is known whether it has to be residential or commercial, on the primary or secondary market, or maybe only from the list approved by the government. Will it be possible to rent out the property? Will they allow you to take out loans for purchases? How many years will it take to keep the assets in the property? All these parameters will affect the success of the program.
Pros. A residence permit gives a foreigner access to the labor market and social guarantees (for example, a compulsory health insurance policy, free education, tax deductions), allows you to live in any region of Russia, come and leave the country without a visa. It is also a necessary step on the way to citizenship. Plus, in Russia, the additional costs of conducting a real estate transaction are very low (there is no purchase tax at all, and a minimal tax for ownership).
Cons. A Russian residence permit does not provide visa benefits for traveling to other countries. Moreover, according to the current regulations, the holder of a residence permit is required to spend at least 183 days a year in the Russian Federation and, accordingly, becomes a tax resident.
Who needs it. It is expected that the "golden visas" will be of interest to wealthy foreigners from the CIS and neighboring countries who have business or family ties with Russia.
Conditions. Invest in real estate in the amount of €500,000. For this money, you can buy one or more properties in any region of Spain. You can invest in residential property or commerce, and it is not prohibited to rent it out.
Pros. Foreigners are not restricted in the choice of real estate, and investments are repayable: after owning permanent residence after five years the assets can be sold. The residence permit applies to the whole family and gives everyone the right to work. The Spanish "golden visa" provides free access to all Schengen countries and does not oblige a foreigner to live in Spain and become its tax resident.
Cons. High entry threshold: you have to invest half a million euros from your own funds, loans are not allowed. The status is immigration, that is, the "golden visa" can be converted into citizenship, but before that you need to live in Spain for at least ten years, and also give up your first passport.
Who needs it. According to statistics, the majority of recipients are Chinese and Russians. That is, citizens of "third countries", for whom the stay in the European Union is limited by visa formalities. The "golden visa" allows you to solve this problem without tying the foreigner to Spain.

Cons. From January 1, 2022, residential properties in the most popular locations, such as Lisbon, Porto and the entire coast, will no longer participate in the program, meaning there will be less choice. Also, in Portugal, there are relatively high fees for the registration and extension of the "golden visa", and the process is longer than in Spain: five to eight months.
Who needs it. First of all, investors from China are active. And also Brazilians, Americans, citizens of Algeria and Russia. However, Russians choose the Portuguese program less often than the more expensive Spanish one. It is believed that Portugal in the Russian Federation is simply less known.

Over the past few years, the Latvian authorities have made small annoying changes, such as the need to renew a residence permit annually for a fee. As a result, once very popular (especially among Russians) among the European programs today it is trailing in the tail of the list of popularity.
Who needs it. As of January 1, 2020, more than 7,000 people from 40 countries of the world had a residence permit in Latvia based on the purchase of real estate. Mostly Russians. In Latvia, they speak Russian, the entry threshold is one of the lowest in Europe, otherwise the conditions are similar to other "residence permit for real estate" programs.
