Those who are willing to live and work in the Atlantic provinces of Canada can participate  in a special immigration program. It was created for foreign graduates of universities in the region, as well as for workers of high and medium qualifications from different countries.

Those who have a profession  in demand in these places will receive an invitation from the employer and will be able to draw up documents within an accelerated procedure.

About the Program

Those who are ready to live and work in one of the four provinces located on the shores of the Atlantic Ocean can obtain permanent residence in Canada under the Atlantic pilot program. These include Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island.

The Atlantic program combines three streams. The first of them is designed for graduates of colleges and universities in Atlantic Canada, the second one is  for highly skilled foreign workers (such as doctors, engineers, managers) and the third one is for intermediate workers (these are drivers, cooks, plumbers, etc.).

The program was created to fill the labor shortage in the region, so it is adjusted to the interests of employers. Local companies can obtain accreditation to participate in the program, after that they receive the right to hire immigrants under a simplified procedure (without  assessment of the impact on the labor market). Each province maintains a list of these employers, information about them can be found here.

If you receive an invitation from a company on the list, you can participate in the program. It will be possible to travel to Canada with a temporary work permit, together with a spouse and children. In this case, your spouse receives an open work permit (without specifying a specific employer).

This is a pilot program, which means it is a temporary program. It was launched in 2017 with a target of 7,000 main applicants and has been extended until the end of 2021. Since it fulfills its main task - with its help employers have already received thousands of necessary workers - it may be extended further or may become permanent.

Conditions for obtaining permanent residence

Job offer

The applicant  needs to get a job offer from an accredited employer in Atlantic Canada. The work should be full-time and not seasonal. The duration of the contract should be at least 1 year.

Sufficient income

The applicant should confirm that you have sufficient funds to support yourself and your family. In 2020, for 1 person, you should have at least 3,240 CAD (~ $ 2500), for 3 people - from 4,959 CAD (~ $ 3,700).

This proof is not required if you are already working in Canada with a valid work permit.

Language test

The applicant  should take a certified language test in English or French with a score sufficient to live and work in Canada.

The required level is 4 CLB or higher.

Requirements for participants

Who can participate in the program?

Together with the applicant, spouses (official or civilian) and minor children can apply for permanent residence permit  in Canada. Eligibility requirements vary by program category.

For graduates:

  • You should have a diploma of at least 2 years of education at an accredited public institution of the Atlantic Canada (full-time).
  • No more than 24 months should pass from the moment of receiving the diploma to the application submission.
  • You should  have lived in one of the Atlantic provinces for at least 16 months, 2 years before receiving your diploma or degree.

For qualified professionals:

  • The applicant should have at least one year of experience in a managerial, technical or other qualified position (excluding work experience as a self-employed).
  • The applicant should have a Canadian high school diploma or an overseas equivalent.

For workers with average qualifications:

  • The applicant should have work experience requiring secondary education and / or special training for at least a year (excluding work experience as a self-employed). The job does not have to be in the same profession that you are applying for.
  • The applicant should have a Canadian high school or diploma or an overseas equivalent.

  • license - for regulated professions;
  • police certificate of no criminal record;

  • for family: marriage certificate, birth certificates for children;
  • receipts for payment of fees.

All foreign language documents must be translated into English or French and notarized.

The amount depends on the type of the program, your situation, family composition and agency fees.

Rights and Obligations

Permanent residents (PR) of Canada have the right to:

  • receive most of the same social benefits as Canadian citizens, including health insurance;
  • live, work or study in Canada;
  • apply for Canadian citizenship.

They are obliged to:

  • pay taxes;
  • comply with all Canadian laws at the federal, provincial and municipal levels.

Permanent residents may not:

  • vote or run for political office;
  • occupy some jobs that require a high level of safety.
