Since 2015, a foreigner who owns any real estate in this country can apply for a residence permit in Montenegroю It is enough to get medical insurance and prove the availability of funds for living. Unfortunately, the residence permit ceases to be valid as soon as the foreigner sells their property. The residence permit allows you to live in the country all year round. However, this status (unlike a passport) does not give the right to travel across the EU without unnecessary formalities. But no one will limit your choice: buy realty in Podgorica, Budva or Tivat and build your life where it is convenient for you.

In 2018, the Montenegrin economic citizenship program was approved. It provides several options for investment, and you can get a passport in just three months. All real estate properties that the program offers to invest in are carefully selected by the authorities, and the deadlines for implementation are strictly observed. Part of the investment (€100,000) is a donation to the Montenegrin Regional Development Fund, and the main amount of €250,000 or €450,000 will be returned to you as soon as you want to sell your assets.
