Owners of Georgian real estate must pay property tax regardless of their citizenship. If you are abroad, you pay tax once a year just like everyone else. How much taxes should you pay and how to do it correctly? Read more in our article.
The real estate tax rate in Georgia varies between 0.05-2.00% depending on the location of the property and the family income.
To pay taxes, you need to register with the revenue service of Georgia (any foreigner can do this) and pay tax in accordance with the established requirements. In case of delay, a penalty of 0.07% is charged for each additional day.
Land Tax
If you own land in Georgia, you must pay tax regardless of which country you are a tax resident in. You must complete the tax declaration by November 1 of the reporting year, and pay the tax by November 15. Rates rely on the purpose of the land.
The tax on agricultural land is calculated based on the region and land category. The maximum rate is in Tbilisi for arable land and homesteads: 100 lari ($30.4) per hectare. Next is Kakheti with 82-87 lari ($24.9-26.4) per hectare, then Gori - 79-82 lari ($24.0–24.9) per hectare, and Racha – 56-61 lari ($17.0–18.5) per hectare.
The tax rate for non-agricultural land plots depends on the location. Each municipality sets a base rate (not less than 0.24 lari per square meter) and the territorial coefficient (no more than 1.5) separetely. For example, the tax for a plot of 200 square meters in Tskneti (Vake, Tbilisi) has the following formula: 0.24 (base rate) × 1.0 (coefficient) × 200 (area) = 48 lari ($14.5).
Tax-exempt land plots
Agricultural land, the fertile layer of which is more than half affected by natural events (drought, flood, hail, hurricane, etc.). To confirm this, you will need a certificate from the local administration.
Newly developed agricultural land. The tax exemption is valid for individuals for the first five years.
Agricultural plots with an area of up to 5 hectares that were already owned by an individual as of March 1, 2004.
Land plots that belong to individuals who permanently reside in high-altitude villages.
Land occupied by apartment complexes.
Land with private houses and car garages, if the municipality or city (where it is located) is under self-government. But within the limits of the area standards set by local authorities. For example, in Tbilisi, you do not need to pay land tax for a common plot that is attached to a house or garage. An exception is a land plot used for economic activity.
The category of property includes not only apartments, buildings and structures, but also vehicles: cars, yachts, boats, helicopters, planes registered in Georgia. The requirements for filing a tax declaration and payment are the same as in the case of land tax.
For calculating property tax, the cost of property is taken as the base, which the owner determines independently based on the market price at the end of the reporting period. If the revenue service has doubts about the specified amount, it can review it. It is also worth mentioning that in the case of a private house, land and property taxes are calculated and paid separately.
The annual property tax rate in Georgia depends on two factors
Income received by the owner's family during the reporting year: up to 100,000 lari ($30,400) – 0,05–0,20%; more than 100,000 lari – 0.8-1.0% of the market value of the property.
Location of the property. The rate in this case is determined by the municipality. For example, a family with an income of up to 100,000 lari who has real estate in Tbilisi must pay 0.20% of the price per year for their property, in Kazbegi and New Gudauri - 0.08%, in Mestia – 0.10%.
The rates are the same for residents and non-residents of Georgia. The income includes amounts received from both Georgian and foreign sources. Income is recorded on the basis of tax returns submitted. Of course, it is difficult to track income received outside of Georgia.
When you don't need to pay property tax
The family's annual income prior to the reporting period did not exceed 40,000 lari ($12,160).
The property was leased from a resident of Georgia.
The property is reserved for medical purposes.
The property is located in a free industrial zone or on a plot that falls under the Georgian law "On occupied territories". The second condition is temporary until the authorities resolve the conflict.
The property is reserved for a hotel or other tourist accommodation (until January 1, 2026).
The property is owned by a person living in a high-mountain village and is located on the territory of a high-mountain village. The validity period is 10 calendar years from the date of obtaining this status.
