How Do Real Estate Markets Work During the Lockdown?

The world has just plunged into its second lockdown since the beginning of the year. How does this affect real estate sales? Are there new bans? How are transactions conducted in different countries? We answer the most popular questions.

Can I visit the country now?

Only EU citizens or individuals with a residence permit are allowed to enter. Citizens of other countries are not allowed to enter.

There are a number of exceptions if the arrival is made for a good reason. These include: important business trips, medical treatment, arrival at a wedding, birth or funeral of relatives. To do this, you must obtain a visa from the German Consulate of your country of residence.

Viewing or buying real estate is not on the list of good reasons to come during the pandemic.

Upon arrival from countries at risk, the list of which is constantly updated on the Robert Koch Institute website, the visitor must be quarantined for ten days. Quarantine can be terminated prematurely, if you receive a negative test result for coronavirus, which can be done no earlier than on the fifth day.

What restrictions apply in the country?

From November 1, Germany introduced the so-called Lockdown light, which implies only the closure of all entertainment and recreation facilities, as well as restrictions on private meetings for more than two families or persons living in two households.

Currently, hotels, restaurants, bars, discos, cinemas, museums, theaters, amusement parks, fitness clubs are closed. All shops, businesses, firms, schools and kindergartens are open.

Initially, these restrictions were adopted only for November, but are likely to be extended until the incidence figures fall to the desired level.

How the structure of the real estate market?

As of mid-November, purchase and sale transactions are conducted as usual. Real estate agencies, notaries, government agencies work. Face-to-face transactions are possible without any restrictions, if the buyer or seller has the opportunity to come to Germany.

The terms of registration remained approximately the same as before.

Notaries, lawyers and banks are working in a standard mode. Work schedules have not changed. Banks may have restrictions on the number of people staying in the premises at the same time. Notaries accept only directly the parties to the contract (buyer and seller) without extra accompanying persons. Naturally, if the buyer or seller needs an interpreter, they also have the right to be present at the transaction.

But many housing management companies and government agencies (land courts, cadastral offices, etc.) have really closed their offices to visitors and accept applications and respond only by phone, fax, e-mail or mail.

That is, if someone wants, for example, to quickly get an extract from the land register or an extract from the cadastre, then it will not be possible to go to the land court and get a copy on the spot. You need to order the document by mail or fax and wait for it to be sent by mail.

Can I visit Cyprus now?

Now planes from different countries fly to Cyprus. All directions are divided into categories A, B and C according to the epidemiological situation in them and the number of cases of Covid-19. The list of countries in a particular category changes every two weeks.

Thus, category A includes countries with the best epidemiological situation, whose citizens can fly to Cyprus without having to do a Covid test. Citizens of category B countries are required to have a certificate of absence of Covid.

Finally, citizens of countries in category C can only fly to Cyprus, if they have a residence permit, permanent residence or citizenship of Cyprus, and for an important reason such as family reunification, urgent business matters, study or medical treatment. Diplomats or citizens who have received special permission from the government of Cyprus can fly in as well.

Citizens of the category C countries cannot come to Cyprus as tourists. If they arrive on urgent business, they need to fill out a form on the website of the Ministry of Transport of Cyprus before arrival and get a special entry code. One of the reasons for obtaining the code is the fact of submitting documents to the migration service for permanent residence.

Citizens arriving in Cyprus from category C countries must submit a Covid test and undergo two weeks of self-isolation at home or in a hotel.

What restrictions apply in the country?

A curfew has been imposed in Cyprus since November 5. Mass and sporting events are prohibited, and cafes and shopping centers are restricted, depending on the region. Masks must be worn around the clock in closed rooms, shops and offices.

From the evening of November 12 to the evening of November 30, the government of Cyprus restricted entry to and exit to Limassol and Paphos, as these cities have the highest incidence of coronavirus. What restrictions are currently in effect in the country?

Restrictive measures have already been relaxed, compared to what was in the period of widespread quarantine. So, now all public places, entertainment venues, shopping centers, restaurants, schools, offices are open...

However, residents and guests of the country still need to comply with a number of conditions: social distance and mandatory wearing of masks in public places. In the Emirates, it is also forbidden to be in groups of more than five people.

What about the structure of the real estate market?

The pandemic did not affect the timing of transactions. As before, the process took about a month (in particular, a transaction in the cash to cash transaction format without the participation of a bank and a mortgage).

The activities of realtors, developers offices, notaries and lawyers offices are also unlimited, and there is an opportunity to view real estate objects. Appointments are made by appointment everywhere, but this is standard procedure in both pre- and post-coronavirus times. If you come without a preliminary call to the office, for example, to the developer, you may not be accepted, simply because of the lack of available competent specialists.

Otherwise, you can come to any of the above-mentioned instances with a company up to five people, according to the current restrictive measures.

The same applies to site visits. It was never possible to just arrive at the site without prior arrangement, now it's the same: you must sign up for viewing and come in masks. There are no other conditions.

Each company has its own viewing schedule. For example, the developer MERAAS holds screenings of one of the projects only on Thursdays from 11: 00 to 13: 00. Emaar has chosen other days for this... Everything is individual everywhere, as in the case of secondary market only agreements with each specific seller are valid.

Are there any obstacles to conducting a remote transaction in the UAE?

Remote transactions to be concluded every day. There are no difficulties in the primary market. Each developer has its own algorithm, but the overall scheme is about the same.

First, the real estate agency requests a copy of the passport, phone number, e-mail, home address of the buyer. All data is entered into the system, a form is prepared for booking the oproperty, which is sent to the client. The deposit (usually $10,000) is usually paid by card, the first payment (minus the amount that is issued at the time of booking) is usually transferred through the bank. The purchase and sale agreement is sent to the buyer's home address for signing. Even at the peak of the pandemic, DHL and similar services worked non-stop, so there were no problems.

To conduct a remote transaction on the secondary market, the buyer must have a representative in the Emirates. A power of attorney is issued for it. Previously, in quarantine, the transaction could be made online even on the secondary market, but now, when everything is open, the presence is mandatory. The transfer of ownership is registered with the Land Department or its accredited Trustee office, where the buyer (or their proxy) must be present in person.

Can I enter the Czech Republic?

It is currently impossible to enter the territory of the Czech Republic for tourist purposes. Only the owners of a local residence permit can visit the country, as well as foreigners who come for treatment or to visit relatives.

The following rules apply from November 9:

  • coming from a "red zone" country with an unfavorable epidemiological situation (Russia, Ukraine), a person must provide a test for Covid-19. Only Czech citizens who have traveled outside of their homeland for no more than 12 hours can do without testing. The exception also applies to border workers who cross the border on a daily basis;
  • coming from the "yellow zone" countries (Germany, Estonia, Latvia, Lithuania, Sweden, Finland, Norway, Iceland, Denmark, Greece and Cyprus), a person is tested for coronavirus only if they have left the Czech Republic for a long time;
  • citizens of the Vatican, Singapore, Japan, the Republic of Korea, New Zealand, Thailand and Australia are exempt from testing.

What restrictions are currently in effect in the country?

The situation in mid-November is as follows: the lockdown. This means that everything is closed except banks, food and cosmetics stores, and, of course, pharmacies. Schools, universities, entertainment venues, shopping centers and other places are closed. Cafes and restaurants are open, but only for take-out or delivery. It is impossible to enter the premises and eat there.

This is the second wave of quarantine, and it began in October. According to optimistic forecasts, these restrictions will last until November 20. But at today's (16.11.2020) meeting of the government, there were suggestions that everything would be delayed for another month.

How do realtors and developers work?

Real estate agencies work. Specialists can go to work, this is not prohibited. Developers offices also function, but not in the usual mode: clients can't come to the office in person, meetings are held only on the streets or in the properties themselves.

From this, in fact, it follows that the impressions' visits themselves are held, there are no restrictive measures. Another question is that these are one-time cases. In fact, the market is standing, transactions are practically not carried out. The only customers are the Czechs themselves, but even though they are active, we record a market drawdown of 30%.

Banks work in the same mode, notaries too. The latter can be vesited by appointment, but this was the case before the coronavirus, so there is no question of any changes. There is also no ban on collective meetings: if several people need to be present at the notary, they can all come together.
