Estonia is yet another example of a country that does not provide a property tax. But don't get too excited, it doesn't mean that property owners shouldn't pay anything at all. What kind of payments do you need to make and how often? Let's find out together.
There is no annual property tax in Estonia. Instead there is a land tax. The rate is updated annually by the local government assembly no later than January 31 of the reporting year, depending on the specific region (and even the city district) and varies within 0.1-2.5% of the cadastral value of the land. For example, in Tallinn and Pärnu the rate is 1.5%, in Tartu it's 1.0%.
The owners of both private houses and apartments in multi-storey complexes must pay this tax. But, of course, for the apartments the price is significantly lower Usually the owner of an apartment pays €15-40 per year, and a house on a plot of ten acres can take about €100-200 per year.
If the tax rates have changed in comparison with the previous year, the local government must provide the relevant information to the land tax system (MAKIS) by February 1 of the reporting year. If this does not happen, the bid remains the same.
The tax liability is determined as of January 1 of the reporting year. For example, if you purchased a property in the middle of 2020, then the old owner must pay the land tax for the rest of the year. And only from January 1, 2021, this duty falls on you.
The owners of the land on which the building stands, which is their main place of residence, can count on the benefit. At the same time, it is possible to obtain an exemption from paying only a part of the land tax. To receive the benefit, you do not need to provide any information: the amount is calculated automatically by the management.

Usually the tax is paid in one payment until March 31, but if it exceeds €64, it can be divided into two (the second payment must be made until October 1). A penalty is charged for late payments and it can reach 22% per year (0.06% per day) of the amount due. At the same time, if the tax amount is less than €5, then you do not need to pay it at all. Many apartments in the north of the country fall under this norm.
The payment is made according to the details of the Tax and Customs Department.
The tax notification is received no later than February 15. If a person is registered on the website of the Tax and Customs Department, the notification is sent only by e-mail. If not, the message comes in the form of an SMS. On paper, the notification comes only if the department does not know either the email address or the mobile phone number of the payer.
If the land tax notice has not been received by February 25, the department must be notified within 30 days.
