About the Program

On October 18, 2022, the Government of Paraguay had published the new approved Migration Law No. 6984/2022, which regulates the rules for the stay of foreigners in the country, as well as the possibility of obtaining temporary and permanent residence permits and citizenship.

A residence permit in Paraguay allows you to live and work in the country. Foreigners with temporary resident status receive an internal identity card - Cédula, which provides access to all public services in Paraguay.

After two years, the holder of a residence permit can apply for permanent residence, and a year later - for citizenship. At the same time, it is not necessary to live all this time in Paraguay.

Requirements for the applicants

In order to obtain a residence permit for two years, the applicant should sign a declaration that he intends to be engaged in professional activities, start a business, or simply has enough financial means to live in the country.

Until 2022, foreigners had to prove their eligibility by opening a bank account in the amount of about $5,000, providing data on their pension or higher education. Now, at the stage of obtaining a residence permit, it is enough to fill the declaration , but upon receipt of permanent residence in two years, it will be necessary to confirm this information with documents.

Residence permit for family members

A spouse and minor children (under 18), as well as financially dependent children under 30 who are not married, parents and even brothers and sisters of the main applicants who are also not married are also eligible for a residence permit. However, all family members should apply separately.

Documents

  • Birth certificate (original + certified copy)
  • Certificate of civil status - marriage, divorce, widowhood (original + certified copy)
  • Police clearance certificate (not older than 3 months from the country of residence (original + certified copy)
  • Police clearance certificate from Interpol and registration certificate from the local police (prepared in Paraguay)
  • Bank statement (in English) for the last 6 months (you should have at least $1,000 on your balance)
  • Declaration under oath before the National Directorate of Migration regarding respect of the National Constitution, laws and other regulations
  • Statement that you intend to work in Paraguay in a specific field

Documents issued abroad should be legalized or certified with an apostille.

Legalization of foreign documents is carried out at the Consulate of Paraguay in the country of origin, and then at the Ministry of Foreign Affairs of Paraguay.

Rights and Obligations

The residence permit of Paraguay in many aspects equalizes its owner with the citizens of the country and allows:

  • At the same time, there is no requirement to reside in the country permanently, it is enough to come once every two years, for example - to apply for permanent residence.
  • To travel around the countries of South America, including Argentina, Uruguay without a visa.
  • To open an account at a local bank and carry out banking operations.
  • To receive medical care and education on the same terms as citizens of the country.
  • To obtain a driver's license.
  • To work in Paraguay for hire or run your own business.
  • Foreigners residing in the Republic, along with the residence permit card, receive a national identity card (Cédula), which gives them the right to vote in elections and opens access to all public services.

Visit to Paraguay

For citizens of most countries, entry into the country is visa-free for a period not exceeding 90 days. For a longer stay, you need to apply for a visa at the consulate of Paraguay. A visa is not required to obtain a residence permit. It is enough to provide a stamp in the passport about crossing the border. After arriving in Paraguay, you need to obtain a certificate of registration from the local police (“white card”) and a certificate of good conduct from the Interpol office.
