The availability of a job invitation is another factor that can be crucial for selection through Express Entry. The knowledge of French also helps here: employers are encouraged to invite French-speaking foreigners. The state holds special events, such as the Destination Canada Forum Mobilité, in order to directly bring together French-speaking employers and potential employees.
Moving on a temporary visa for French speakers is also simplified. This gives them a preferential opportunity to work or study in the country. And living in Canada will then give you additional points in Express Entry or the right to participate in immigration programs.
Information about the advantages of moving to Canada for Francophones is collected in a special section on the government website. However, it doesn't say anything about Quebec, because it has its own rules. For example, in the immigration plan drawn up by the Federal authorities, Quebec has its own line. This year, the province expects to accept more than 25,000 people in the framework of economic immigration (workers and entrepreneurs), while the programs of all other provinces are allocated 68,000. And in Quebec the preference is given to those, who speak French very well.
Life in Canada. In 2018 the government of Canada adopted a plan to support state languages for 2018/23. One of its goals is to increase the percentage of French-speaking Canadians and immigration should also help. More than 40 million CAD has been invested for this purpose.
The problem will be solved by attracting foreigners who speak French to the country and retaining them. Adaptation programs are designed for this purpose: assistance in solving everyday problems, placing children in school, access to medicine and education, communication opportunities, and so on. Each year the Quebec administration selects 50 applicants who receive permanent residence as self-employed along with their families. They are subject to formal requirements:
have at least 2 years of experience in the declared profession;
come to Quebec;
make a start-up deposit, which will become the initial capital for work: 50,000 CAD for those who plan to work within the Greater Montreal area or 25,000 CAD for outside its borders;
confirm net assets in the amount of 100,000 CAD alone or together with a spouse/partner.
A similar program exists at the federal level, but the list of professions is limited to culture, sports and farming. According to the Quebec program, professionals in various fields can come to the country.
Entrepreneurs who implement promising business projects in Quebec can get a ’qualifying certificate’ of the province. It is a document that serves as a basis for issuing permanent residence. The provincial administration annually selects several dozen projects, which in recent years have been divided into two streams: innovative and regular business.
The main condition for innovative projects is to get support from Quebec-based business accelerators, business incubators or university entrepreneurship centers. These organizations must submit a specific plan for working with the project: stages, deadlines and funding. The entrepreneur is not required to make contributions or confirm the availability of funds.
Regular business requires traditional rules. You need to make an initial deposit:, 200,000 CAD, if the company will operate outside of Greater Montreal, and 300,000 CAD within the borders of the region. In addition, a refundable security deposit of 200,000 CAD will be required. The applicant, alone or with a spouse, must also confirm the presence of equity in the amount of 900,000 CAD.
Both programs apply criteria such as age, education, financial independence and knowledge of official languages are taken into account. Knowledge of French must CLB 7 and higher, and English must be from CLB 5.
Only owners of a permanent business in Ontario can participate in the program.

Owners of businesses that are being established in the province can participate. The selection is based on a point system. The credit includes: age (optimal - 35-50 years), knowledge of at least one state language at the level of CLB 5, education, personal capital, and so on.
Unlike other programs, a successful nominee here receives not permanent residence, but a 2-year work permit. When it finishes, you can apply for permanent resident status in Canada for yourself and your family. You do not need to represent an existing business to apply, but the candidate must have at least 3 years of management experience and five years of experience in the chosen field, 500,000 CAD in ownership and at least 300,000 CAD in liquid assets as well as French language at least CLB 4 or English at least CLB 6. The selection is based on a system of points, which includes the candidate's age, education, experience, language skills and asset size, as well as the location of the company and other criteria.
