What's Happening in Tbilisi's Market
There's a unique situation in Tbilisi. Thanks to the influx of immigrants and rapid economic development, rental rates have soared. The cost per square meter is also rising, albeit more slowly. As a result, property profitability has exceeded 10%.
A typical apartment in Tbilisi now yields 11.9% annually for investors. Such high returns have been consistent for two years. For context: in most European cities, a 5% rental yield is considered very good.

Foreign Buyers in Georgia
The unprecedented profitability in the Georgian market is attracting foreign investors. In 2022, one in every five properties in the country was bought by foreigners. Russian citizens alone made over 6,000 transactions. Hundreds of apartments were purchased by Israelis, Ukrainians, Iranians, Turks, Belarusians, Germans, Americans, and more. In 2023, foreign demand remains high.
This trend seems stable and well-established. However, even in such a favorable situation for investors, it's important to think about how and to whom you'll sell the property when you want to exit this market. Understanding the demand structure is key.
Here's what real estate buyers in Tbilisi are looking for.
New Builds or Resale Properties in Tbilisi
In Tbilisi, you can confidently buy resale properties - they are in demand, with most transactions in this sector. As of July 2023, the city saw 681 new build transactions and 2655 from private sellers.
On average, new builds account for 17–22% of sales.
Many resale apartments come furnished and with appliances, allowing investors to rent them out immediately. A good example is this 50-square-meter apartment in Saburtalo.
Studios or Spacious Apartments
Sales statistics indicate that small apartments are not popular in Tbilisi. Properties up to 35 square meters represent only 8–10% of the market. Very spacious apartments – over 125 square meters – are also limited in the market, accounting for just 5% of deals.
The most in-demand format is apartments ranging from 50–75 square meters with one or two bedrooms, making up 40–45% of transactions.
Take a look at this project in the Chugureti district. A residential complex with a rooftop pool – such options are popular among affluent tenants. A 55-square-meter apartment here sells for $72,000. The complex is still under construction, with completion promised in 2024.
Expensive or Affordable
Most real estate buyers in Tbilisi are willing to pay between $600 to $1200 per square meter. This price range covers 60% of transactions, making such apartments easier to sell.
Extremely cheap options (under $600 per sq m) also exist, making up about 10% of the market. Foreigners should note that this segment carries more risks, both in terms of construction quality and locations. If possible, it's safer to invest in more expensive options.
Premium properties in Tbilisi, priced at over $1200 per square meter, account for 25% of transactions. This price segment is growing rapidly, largely due to the influx of foreign buyers.
Transactions occur in all districts of the capital – in the old town, near the city center, and in the suburbs. However, there is a clear leader: Saburtalo, a large district in West Tbilisi, accounts for 17% of all sales.
The location is actively being developed. With a metro line running through Saburtalo and several universities located here, local apartments are in high demand for rent. Another advantage for investors is affordable prices. While the average square meter in the central Vake district costs over $2,000, Saburtalo offers many quality options for under $1,200 per sq m.
Samgori and Didi Digomi districts also rank in the top three in sales.
Another promising project for rental and later sale is a high-rise under construction in Saburtalo, near the Medical and Technical Universities. The handover is planned for 2024.
What to Buy
If the goal is to choose the most popular option, appealing to the maximum number of potential buyers, then invest in an apartment that is:
50–70 square meters in size;
located in Saburtalo, Samgori, or Didi Digomi districts;
priced between $600 to $1200 per sq m.
