What were the main trends in the Spanish real estate market in 2023?

We all remember the quarantine in 2020, which had changed the situation in the Spanish real estate market: people were afraid to sell and buy properties; construction companies reduced the number of projects. All these factors have led to such an effect as deferred demand.

The next year showed a huge shortage on the market – the demand had exceeded supply, and, accordingly, prices began to rise rapidly. The offers in new projects were bought up at the construction stage, and the secondary market did not lag behind.

In 2022 financial crisis and inflation arose on the background of instability and conflicts in the world. Many experts predicted that the property market in Spain was going to collapse. But the situation turned out to be quite the opposite! Buyers from eastern and northern European countries began to look for real estate in Spain and invest in the Spanish economy. Therefore, the growth and development of the real estate market continues.

How have prices changed on the Costa Blanca? Has construction started again?

The offers in new buildings are the most liquid and profitable investments. Expensive new real estate is always in demand because there will be buyers for such offers in any crisis. The properties on secondary market cannot always boast of liquidity and, unfortunately, lose value during inflation.

New dwellings in some areas of Costa Blanca have risen in price by 30–60% over the year. In particular, in the city of Benidorm ready-made new houses on the first coastal line have increased in price by 60%. Apartments on the secondary market have risen in price by 15–20%. Benidorm is a developed, beautiful city, and a lot of money is invested in real estate here.

If we are talking about the province of Alicante, the construction of six new huge complexes with developed infrastructure has begun in the popular resort town of Torrevieja, and some offers have already been reserved.

These are excellent cities for investments, where you may save and boost your money.

What changes will happen in Spain in 2024? What are your predictions?

A new law has been introduced in Spain that all real estate agents should have a license. Accordingly, a large number of unprofessional, self-employed agents will leave the market. This means that the number of troublesome transactions, when a deposit was taken, an object reserved, but the documents were not drawn up, will be reduced. Now buyers will turn to real estate agencies, which have licenses, insurance and responsibility for their work.

The laws have also increased the liability of construction companies for the quality of construction and financial operations when deposits are paid at an early stage. This is another important guarantee for the buyers.

According to our forecasts, there will be an increase in property prices on the Costa Blanca by 5–10% in 2024. Therefore, if you were planning to invest in Spain, do not delay this decision.

What were the most memorable events in the Italian real estate market in 2023? How did the prices change?

The speed of sales and the number of remote transactions have increased. The growth of mortgage rates, which began in 2022, has continued (from 1.5 to 4.5%), the share of foreign buyers has increased due to relocants.

Real estate prices began to rise in 2022, and there was a shortage of liquid, inexpensive real estate. However, due to the increase in mortgage rates, there were no sharp price spikes shortage of supply on the market.

The average sales prices (statistics based on prices declared by sellers) in Italy have recorded an average increase of 2% over the year.

There was a slightly less increase in property prices – by 0.3–1.5% – in the regions of Valle d'Aosta, Piedmont, Liguria, Tuscany, Marche, Umbria, Abruzzo, Basilicata, Calabria and Sicily.

The prices have slightly decreased in Lazio and Campania.

The regions where the price growth was higher than the national average are: Veneto, Friuli Venezia Giulia, Emilia Romagna, Molise, Puglia and Sardinia. Particularly notable are Lombardy and Trentino-Alto Adige, where the average price increase has turned out to be more than 5%.

What are the changes in demand - who is buying, who is selling?

There are more foreign buyers who are looking for a property for permanent residence and investment options that may provide good profits.

There are no changes in the structure of sellers; there are mainly offers of housing that was inherited, unused, or when people want to change their place of residence or living conditions.

How might the real estate market change in the near future? What do you expect in 2024?

Despite all the disturbance in recent years, the Italian market is stable. We do not predict an increase in prices, but we expect an increase in the speed of property sales.

Properties with the right price-quality ratio are being sold with unseen ever before speed on the Italian market, and this will be a key characteristic of 2024.

What do you remember about 2023? What important events have influenced the real estate market in Montenegro?

From January 1, 2024, the Real Estate Turnover Tax Law comes into force, introducing a progressive scale and increasing tax rates. This law applies only to properties on the secondary market, since transactions with new buildings are not subject to this tax.

Purchasing real estate directly from the developer will become more attractive, and changes will have a negative impact on the secondary market, which may lead to a gap between prices in these two segments.

The law will only affect expensive real estate, and for properties in the price range of up to €150 thousand, the tax will remain unchanged. The buyers are poorly informed about the upcoming changes, so this does not affect their behavior in general.

Other key trends

  • The Draft Law on Real Estate Brokerage is in the active phase of adopting (was submitted to public hearings)
  • There is an active development of the real estate markets of ski resorts – Kolasin, Zabljak
  • There are first cases of RWA- tokenization in the real estate market: the arrival of international platforms, the formation of infrastructure and the emergence of the first players in the market for tokenization of real estate in leading development projects in Montenegro
  • There is a lack of offers in new projects

How did demand and prices change in 2023?

The prices have increased compared to 2022 across the whole country. The main reason is the continuing influx of buyers from overseas, as well as inflation and a small number of offers on the primary market.

We are seeing strong demand from the citizens of the Russian Federation and Ukraine, as well as countries of Central and Western Europe. Domestic and regional demand has also picked up.

The buyers’ priorities have changed: there are fewer requests for resort housing, and more for permanent residence and investments. The clients are also interested in land plots.

What are your predictions for 2024?

I think that there will be a huge gap in prices between the primary and secondary markets due to the adoption of a new law on real estate turnover tax.

I expect further growth of prices and activity in the new housing segment.

I also think that distant areas from the coast - Podgorica and ski resorts - will develop rapidly.

The trend that began in 2023 will probably continue – we expect the development of the real estate tokenization segment and first transactions based on blockchain technology.

It is very likely that the Law on Real Estate Brokerage will be adopted and compulsory licensing of agents will be introduced.

This will lead to a reduction in the share of the shadow economy and increase the transparency of the real estate market. Accordingly, the risks for buyers will be significantly reduced.

What were the main events on the market in 2023?

The year 2023 has brought legislative changes on the market.

Firstly, the rules for obtaining a permanent residence permit have changed. The positive effect is that the program continues to exist. The negative one is that the rules for participation in the program have changed, and some applicants no longer meet the requirements.

Secondly, the rules for calculating VAT have changed. Despite the fact that the amendments were adopted this year, we will feel the consequences only after several years, when the entire stock of the real estate that does not fall under these changes will be sold.

Thirdly, the requirements for naturalization have changed: highly qualified employees who live in Cyprus may obtain citizenship after four years of residence. This will have a positive effect on the market.

All these events affect the demand for real estate. Some of them had a limiting effect on buyers, as I noticed - these are the new rules for obtaining permanent residence.

We do not yet feel any changes regarding VAT, but the amendments to naturalization will have a positive effect.

How have prices in the main locations changed?

The prices are rising in the most popular locations. Of course, the price growth in 2023 was not as high as in 2022.

This is primarily due to increased demand. 2022 and 2023 have brought high activity on the market in terms of transactions.

The cost of building materials continues to rise, which also affects prices.

How did demand change in 2023?

In 2023 we have noticed an increase in interest from customers from Israel, Germany and Austria.

What are your predictions for 2024?

It is a thankless pursuit to make  forecasts in our unstable times. Based on the data we have and the changes in legislation that have already been implemented, I assume that in 2024 we will have a new large-scale category of clients.

We will see more interest in purchasing property from those people who have already moved to Cyprus. These are mainly young professionals who live here with their families and are now renting housing.

Due to to the prospect of obtaining citizenship rather quickly, they will have an incentive to stay in Cyprus for a long time, put down the roots, and buy a home. Plus, they have already developed a sufficient base to get a mortgage.

I think that relocants who are interested in a Cypriot passport will become another large segment of real estate buyers.
